Newport News City Code Chapter 37 (Special Sales), Section 37-2 governs garage and yard sales. A permit must be obtained from the Newport News Police Department Records Management Division before each sale. The permit fee is $10. Each permit is valid for up to 3 consecutive days from the date of issuance. No more than 4 garage/yard sale permits may be issued to the same applicant or address per calendar year. Permits are non-transferable and may only be used at the applicant's usual place of residence. Rummage sales, bazaars, and flea markets are governed by Section 37-1 with separate permit requirements (rummage sale permits valid one week; flea market permits limited to one day).
Operating without a permit or exceeding the 4-per-year limit is a violation of Chapter 37. Violations are punishable as a Class 4 misdemeanor: fine up to $250.
