Sec. 30-618 sets the frequency and format for garage sales citywide. A property is limited to no more than three sales in a one-year period, and each sale can run no longer than three consecutive days, during daylight hours only. Personal property for sale can be displayed inside the residence, in a garage, or in the front yard; the Code bars any display in a side or rear yard or in a public right-of-way, though a vehicle offered for sale may sit on a permanently constructed driveway within the front or side yard.

The owner or tenant running the sale must keep parking arranged so it does not create a hazard or block street traffic, and stays responsible for keeping good order and decorum on the premises, with no loud or boisterous conduct allowed. Sec. 30-618 also exempts a few categories from the frequency and display limits entirely: sales ordered by a court, sales conducted by a public official carrying out official duties, and sales run by a bona fide charitable, educational, cultural or governmental organization whose proceeds go directly to that organization's own purposes rather than to a private consignor.
