Springfield, OR Garage & Yard Sales: Frequency, Duration & Permits (2026)

Section 7.260 of the Springfield Municipal Code defines a garage sale as the public sale of new or used goods from private property, garages, porches, carports or yards by someone not otherwise in the business of selling such goods or licensed as a secondhand dealer; casual single-item sales without a sign, or sales with no advertising sign at all, are exempt from the whole article. Everyone else needs a license under § 7.262 before holding a sale. The city manager issues that permit for a period of 10 consecutive days under § 7.264(1), but caps how often it can be used: no individual or group may receive more than two 10-day permits in any calendar year, and no single location can host a permitted sale more than twice in a calendar year either.

A charitable or benevolent organization can seek a longer special permit from the city council, running up to 90 days, under § 7.264(2), but only if the council finds the sale benefits a single named charity, generates no private profit for anyone running it, and creates no substantial adverse impact on the neighborhood from noise, traffic, parking or visibility; that special permit cannot be renewed or extended. Advertising is limited under § 7.266 to a single sign on the sale premises. Fees for the standard or special permit are set by council resolution under § 7.268.
