Surry County's yard-sale rule sits inside the zoning code's Temporary Uses subchapter, § 154.007-02, next to other short-term uses like temporary construction offices and RV occupancy that Development Services separately permits. Yard sales get lighter treatment: subsection (D) simply classifies them as a temporary use permitted in any residential zoning district without requiring a separate temporary occupancy permit, but it fixes two hard numbers. First, a single sale cannot run longer than three days. Second, no property owner may hold more than five yard sales at the same address in a calendar year, regardless of whether each sale covers different items or a different theme.

Because the limit runs per property and per year rather than per sale, a resident who wants a sixth sale in the same 12 months has no path to one under this section, unlike the RV and mobile-office provisions in the same chapter that allow renewals. The Zoning Administrator in the Planning and Development Department oversees compliance with the Table of Uses and its temporary-use standards, and a yard sale that runs past three days or exceeds the five-per-year cap is treated the same as any other zoning violation under § 154.005-10, subject to the enforcement and civil-penalty schedule in § 154.005-11.

Because the county code applies only in unincorporated Surry County, residents of Mount Airy, Elkin, Dobson and Pilot Mountain must check each town's own code instead of this section.
