Surry County, NC Fence Regulations: Material Restrictions (2026)

Section 154.006-22(G) sets the site design and development standards for the Village of Rockford (VR) zoning district, and identical language appears twice, once for residential development at (G)(1)(f) and again for non-residential development at (G)(2)(j): chain link fencing, with or without any type of insert, razor wire and barbed wire shall not be permitted, with an exception for agricultural operations that meet the county's bona fide farm definition. The rule sits alongside the district's other exterior-materials standards, which require brick, stone, log, wood clapboard or a compatible masonry product for new buildings and bar metal siding, vinyl siding and plain concrete block, all aimed at keeping new construction and additions compatible with the Rockford National Register Historic District's character.

Because these standards are part of Chapter 154's design criteria for the VR District specifically, they are enforced through the certificate of appropriateness process at § 154.006-22(H): installing a banned fence type without an approved certificate is treated the same as any other unapproved exterior change in the district. The ban does not extend to the rest of unincorporated Surry County, where Chapter 154 does not otherwise restrict fence materials.
