The frequency limit for rummage sales lives in the zoning code's accessory-use regulations, Sec. 58(2), and applies in every zoning district in the City, residential or otherwise. A sale cannot run longer than four consecutive days, and the same dwelling cannot host more than three of them in a calendar year. Because the Code treats a rummage sale as an accessory use rather than a business use, no building permit is required to hold one, unlike a home occupation or a home industry. The zoning definitions section spells out exactly what qualifies: a "Rummage Sale" is "the occasional sale of personal property at a dwelling conducted in whole or in part by one or more persons residing in said dwelling," and it "does not involve the resale of merchandise acquired for that purpose," with "garage sale" listed as another name for the same thing.

That distinction matters because the Code separately defines a "Flea Market" as a building or open area where unrelated individuals rent stalls to sell goods, including new or used merchandise acquired for resale, and flea markets are expressly excluded from the rummage-sale definition and not eligible for the accessory-use exemption. A resident running a recurring resale operation out of a driveway, rather than an occasional sale of the household's own belongings, falls outside the rummage-sale rule and its four-day, three-times-a-year allowance.
