Youngstown, OH Garage & Yard Sales: Frequency, Duration & Permits (2026)

In the City of Youngstown, Ohio, Section 748.03 of the Codified Ordinances caps the number of home sales, defined by Section 748.01 to include garage, patio, yard, carport, basement, porch and driveway sales, that any resident or family member can hold on their own or another resident's property at five times in any twelve-month period. No home sale may proceed in a Residential Zoning District, or on a residential use in any other district, without a permit obtained in advance from the Director of Finance or a designee.

Section 748.04 requires the permit application to list the applicant's name and address, the merchandise offered, the sale date, its duration (capped at three days), and the dates of all prior sales within the preceding twelve months; the application must be postmarked at least 10 days before the sale date and carries a $5 fee. The permit certificate must be posted prominently on the premises and produced on request. Section 748.05 restricts sale hours to between 10:00 a.m. and 7:00 p.m. and bars offering new merchandise obtained for resale, treating new goods as prima facie evidence of an illegal resale operation.

The chapter exempts nonprofit corporations, churches, temples, fraternities, sororities, clubs and lodges selling on property they own or occupy, and sales by nonconforming businesses in residential districts, under Section 748.02. Section 748.99 makes any violation, including exceeding the five-sale annual cap or the three-day duration limit, a minor misdemeanor with a fine of up to $100 per offense, each day of a continuing violation counted separately.
