Surry County, NC Historic Preservation: Historic-Cultural Monuments (2026)

Under Surry County Code § 154.004-03, the Historic Preservation Commission (HPC) is the Surry County Planning Board acting under a second hat, designated pursuant to G.S. § 160D-303(b). Its powers and duties are limited to properties inside the Village of Rockford District boundary, which tracks the National Register Historic District boundary rather than county lines generally. The teeth are in § 154.006-22(H): no exterior feature of any building, other structure, landscape or natural feature, above-ground utility structure or on-premises sign may be erected, altered, restored, moved or demolished within the district until a certificate of appropriateness is submitted to and approved by the Planning Board, whether or not a building permit is also required.

A full application requires a scaled site plan, exterior architectural drawings, building material and color samples, photographs of the existing structure, and the fee set by the Board of Commissioners. The Planning Board must hold a quasi-judicial evidentiary hearing and decide within 180 days, after mailing notice to every property owner in the district at least ten but not more than 25 days ahead. Routine work such as storm windows, rear-yard fences, shutters, paint color, signage, tree removal and rear-yard decks qualifies as 'minor works' that the Zoning Administrator can approve administratively without a full hearing, though no application of any kind may be denied without formal Planning Board action. Demolition applications cannot be denied outright, but approval can be delayed up to 365 days.
