LAMC Section 12.20.3 establishes Historic Preservation Overlay Zones. Los Angeles has 35-plus HPOZs (Highland Park, Spaulding Square, Angelino Heights, others) where an HPOZ Board must review any visible exterior alteration, demolition, or new construction.
Under LAMC Section 12.20.3, the City Council may designate Historic Preservation Overlay Zones to protect neighborhoods of historic, cultural, or architectural significance. Within an HPOZ, no exterior alteration, addition, demolition, or new construction visible from the public right-of-way may proceed without a Certificate of Appropriateness or Conformance from the HPOZ Board. Each HPOZ has a Preservation Plan setting design standards for windows, roofing, siding, paint colors, fencing, landscaping, and infill mass. Routine maintenance using in-kind materials is exempt. The Office of Historic Resources in the Department of City Planning staffs the program, and decisions can be appealed to the Cultural Heritage Commission.
Unpermitted alterations or demolitions in an HPOZ trigger stop-work orders, daily penalties, mandated restoration to the prior condition at the owner's expense, and possible criminal misdemeanor charges.
