Texas Property Code Section 209.0051 governs HOA board procedures for all Fort Worth subdivisions with mandatory property owners' associations. Regular and special board meetings must be open to all members, except for executive sessions on litigation, contract negotiation, enforcement actions, personnel, or matters involving privacy of individual owners. Regular meetings require 144 hours' (6 days) advance notice; special meetings require 72 hours' (3 days). Notice must include date, time, location, and agenda of subjects to be discussed. Board elections of non-developer members must be conducted at open meetings with prior notice. Sec. 209.00591 requires open nominations from the floor and secret ballots when races are contested.
