FL 720.305 authorizes HOAs to levy fines up to $100 per violation with a $1,000 aggregate cap unless the governing documents set lower limits. Before a fine takes effect, a committee of non-board non-related members must hold a hearing with at least 14 days written notice to the accused. Suspension of common area use rights and voting rights is permitted for dues delinquency over 90 days. Selective enforcement is a valid member defense.
