FL ยง720.305 authorizes HOAs to enforce covenants, conditions, and restrictions against owners. Before imposing fines, the association must give the owner at least 14 days written notice and opportunity for a hearing before a committee of at least three members who are not officers, directors, employees, or related to such persons. If the committee confirms the fine, it may be imposed. Fines cannot exceed 100 dollars per violation per day and 1,000 dollars in aggregate unless the declaration provides otherwise. Use-right suspensions apply to common areas but not to the owner's parcel access. Flag, yard display, and political sign protections exist under FL ยง720.304.
