Barrow County, GA Holiday Decorations: Lawn Ornament Rules (2026)

Section 89-1512 governs outdoor storage in the D211 Overlay, and its third exception carves out room for seasonal decorations. A business may put up holiday displays, decorative lawn ornaments and lighting to mark a religious, national, state or Barrow County holiday without going through the outdoor storage review the rest of the section otherwise requires. Three limits apply. First, the display period is capped at not more than 60 consecutive days, and also not more than 60 days total across a calendar year, so a property cannot simply rotate displays to stay decorated year-round.

Second, decorations may be of any type, number, area, height or location, but they cannot be placed anywhere that obstructs pedestrian passage or blocks a vehicle driver's line of sight. Third, decorative illumination is allowed only if it does not create lighting hotspots that blind motorists on adjacent public rights-of-way after dusk, a standard that ties this section back to the D211 dark-sky lighting rules in Sec. 89-1525 through 89-1527. Because Article XV applies only within the mapped D211 boundary along Highway 124, Highway 211 NW, Covered Bridge Road and the other corridors named in Sec.

89-1503, this specific 60-day cap does not reach a home or business outside that overlay; those properties are not addressed by this section. The Planning and Community Development Director also has discretion under subsection (a) to set additional placement or screening conditions for outdoor displays generally, so a decoration that meets the three listed limits can still be conditioned administratively.
