Because the City's signage chapter treats seasonal lawn displays as "holiday decorations" rather than as ordinary signs, § 425-78C defines the term narrowly: the display must carry no commercial message and must be clearly incidental to, and customarily and commonly associated with, a recognized national, local or religious holiday, and it must be displayed only during the appropriate season. Subsection D(7) places holiday decorations on the list of signs permitted throughout the City "if in accordance with all the regulations of this section," and Subsection H(5) repeats the category on the separate list of signs and activities that do not require a sign zoning permit before being put up.

That contrasts with categories such as identification signs or incidental signs in the same two lists, which are capped at a stated square footage and a stated number per street frontage; holiday decorations carry neither cap in the text reviewed. The section's general applicability clause still reaches every sign visible from a public street, road, sidewalk or adjoining property, and its catch-all line that "any signage not expressly permitted by these regulations shall be prohibited" means a display must still qualify as a holiday decoration under the Subsection C definition, no commercial message, holiday-tied, seasonal only, to keep its no-permit status; a display that carries advertising or stays up year-round would fall outside the exemption and into a different, permit-requiring sign category.
