Vineland, NJ Fire Regulations: Fireworks (2026)

Vineland City Code Section 630-26.1, added in 2025 as part of the City's ordinance governing public events on private property, treats fireworks as their own permitted activity separate from the general special-event permit. The section defines FIREWORKS as any combustible or explosive composition intended to produce a visible or audible effect, and defines a FIREWORKS PERMIT as a permit authorizing the sale, discharge, display, or ignition of fireworks in addition to any state or federal approvals. Under Subsection D(7), anyone seeking to sell, discharge, or display fireworks at a public event on private property in the City must obtain that separate permit, and the application must include a state-licensed pyrotechnician's certification, proof of liability insurance of at least $2,000,000 per occurrence and $3,000,000 in the aggregate naming the City of Vineland as an additional insured, a site plan for the discharge area showing fallout zones and emergency lanes consistent with NFPA 1123 and 1124, a safety and emergency response plan, and any required State Fire Marshal approvals; the fireworks permit itself must be approved by the City Council, not by staff alone.

Subsection E(8) layers on safety standards: the operation must comply with the state's fire safety code, N.J.A.C. 5:70, and NFPA 1123/1124, the organizer must notify the Vineland Fire Department at least 14 days before the event so it can conduct on-site inspections, and the site plan must show clearly marked spectator areas, safety distances, fallout zones and unobstructed emergency access routes.
