Vineland, NJ Environmental Rules: Stormwater Management (2026)

Vineland's stormwater control ordinance, City Code Section 425-72, implements the state Stormwater Management Rules and applies to "major development": any project meeting the city's own major subdivision or major site plan thresholds, or any development, alone or combined with other phases of a common plan, that disturbs one acre or more of land since February 2, 2004, creates 5,000 square feet or more of regulated impervious surface since February 2, 2004, or creates 5,000 square feet or more of regulated motor vehicle surface since March 2, 2021.

Regulated projects must incorporate green infrastructure and low-impact development practices to control erosion, promote groundwater recharge, manage runoff quantity, and treat runoff quality. Erosion control must meet the state Soil Erosion and Sediment Control Act standards. Where a project increases regulated motor vehicle surface by 5,000 square feet or more, its stormwater measures must remove at least 80 percent of the anticipated annual average total suspended solids load from the net increase in that surface, calculated against a water quality design storm of 1.25 inches of rainfall over two hours.

Projects already subject to a numeric pollutant discharge limit for suspended solids are exempt from the local standard. Applications submitted before July 17, 2024, remain subject to the requirements in effect on July 16, 2024. Where this section conflicts with another city ordinance, rule or law, the more restrictive standard controls, and the section does not relieve an applicant of separately required state or federal permits.
