Vineland, NJ Environmental Rules: Flood Zones (2026)

City Code Section 425-71 establishes the Floodplain Management Regulations of the City of Vineland, adopted in combination with the flood provisions of the New Jersey Uniform Construction Code and the state Flood Hazard Area Control Act. The regulations apply to all proposed development within the flood hazard areas the section establishes, covering subdivision of land, site improvements, utility installation, manufactured homes, recreational vehicles, new construction, and substantial improvement or repair of existing buildings and structures. The Construction Official, designated as Floodplain Administrator, determines flood hazard areas using the effective Flood Insurance Rate Maps for Cumberland County effective June 16, 2016, the most recent preliminary FEMA mapping, and any more restrictive state Department of Environmental Protection delineations, comparing all three to apply the most protective standard.

Vineland has participated in the National Flood Insurance Program since July 5, 1982, and its maps and studies are on file at the Department of Licenses and Inspections, 625 East Plum Street. No structure or land may be constructed, relocated, extended, converted or altered in a flood hazard area without full compliance with these regulations. A violation is enforced under state law and punished by a fine of up to $1,250, imprisonment of up to 90 days, or up to 90 days of community service, with each day of continuing violation treated as a separate offense; an owner gets a 30-day cure period before a higher fine can be imposed.

Unlawfully disposing of solid waste in a floodway or floodplain carries its own fine of up to $2,500, or up to $10,000 under state law for repeat violations.
