Vineland, NJ Parking Rules: Abandoned Vehicles (2026)

Vineland City Code § 665-15B authorizes the Vineland Police Department to order towing and storage of motor vehicles on public streets or public property that are unregistered, abandoned, illegally parked, or otherwise towable under state statute or regulation, and it cross-references Chapter 537, Property Maintenance, for abandoned or unlicensed vehicles violating that chapter. Section 665-15C bars a licensed tow operator from towing a vehicle from the public right-of-way or private property without authorization from the vehicle owner, the Police Department, or the Health Department, though state-licensed operators retain their independent state towing privileges on private property.

Under § 665-15D, unclaimed vehicles are disposed of under the applicable provisions of Title 39 of the New Jersey Statutes, and the last known owner, or the owner of the property from which the vehicle was removed, is responsible for all towing, storage, and road service fees and any other fees permitted by law. Storage fees are capped by § 665-14: $50 per day for a regular vehicle stored inside a building or $100 for heavy duty, and $45 per day outside secured or $65 for heavy duty, with a $350 recovery fee for extraordinary recoveries such as a vehicle on its side or roof.

Section 665-15H gives the Police Department the right to store vehicles it tows or confiscates at its own facilities, and licensed operators must extend separate storage space to the Department on request. Towing operators must notify the vehicle owner in writing at the time of the tow, or by certified mail within three days, of the towing and storage fees under § 665-15G, and must maintain towing records for at least five years under § 665-15K.
