020 of the Vista Development Code defines "balloon" or "inflatable sign" as any bag or container made of thin rubber or light material and inflated with air or gas. The definition carves out two exceptions that determine how a household's holiday yard display is treated: inflatable objects displayed on residential properties for purposes of temporary celebration are not "balloons" at all, so a residential inflatable snowman or reindeer on a lawn is exempt from sign regulation and needs no permit, size limit, or City Planner review.

060A's "Balloon" sign-type row, which limits them to one per window or one per establishment in the O-P, C-1, C-2, C-3, M-1 zones or the Downtown Vista Business Improvement District, caps size at 6 square feet, bars the sign from extending beyond the height or width of the window it is mounted on, and requires an Administrative Sign Permit. A separate exception excuses handheld inflatable objects of no more than two cubic feet regardless of property type. Because the residential exemption is tied to "temporary celebration," a homeowner's seasonal lawn ornaments, whether Halloween figures, Fourth of July displays, or winter holiday inflatables, stay outside sign regulation as long as they are not permanent installations advertising a commercial message.
