Permitted cottage foods include baked goods without cream/meat fillings, jams and jellies, granola, candy, dried pasta, and similar low-risk items per the CDPH cottage food list. Operating outside the approved food list or above revenue caps subjects the operator to EMD enforcement plus loss of cottage-food status. Improper labeling can carry CDPH penalties.
