Group instruction (music lessons, tutoring, fitness, dance, crafts) is therefore practically limited to small groups of students. Specialty client-facing uses (hair salons, nail salons, massage businesses, retail walk-in storefronts) that depend on customer foot traffic generally cannot be operated as home occupations in Loveland's residential zones. Customer-traffic and parking violations are enforced under Loveland UDC Title 18, Part 4 as zoning violations. The Loveland Current Planning Division issues notices of violation; remedies include civil penalties, stop-use orders, and revocation of the home occupation.
