Ocala, FL Home Business: Customer Traffic Restrictions (2026)

Ocala Code of Ordinances Sec. 122-1283(b) is the only provision in the home occupation division that addresses client visits directly. It lets a one-chair hairstyling shop operate as a home occupation, but only if the city council approves it after a public hearing and a recommendation from the planning and zoning commission, with that hearing run the same way as the rezoning hearings described in article II, division 6 of the zoning chapter. The section then caps the operation at one customer at a time for any related service covered under the hairstyling shop definition, so a stylist cannot double-book chairs or run overlapping appointments even with council approval in hand.

Sec. 122-1283(c) uses the identical city-council, public-hearing process to allow one limousine or nonemergency vehicle for transportation services as a home occupation, but no other client-facing home business is authorized anywhere in Division 4; Sec. 122-1282 separately bars beauty shops of two or more chairs, dance or art studios, and public dining facilities outright, closing off the more common walk-in home business models.
