The required space count climbs on a set table: any business, industrial or warehouse use between 5,000 and 25,000 square feet needs one loading space, two spaces from 25,001 to 60,000 square feet, three from 60,001 to 120,000, four from 120,001 to 200,000, five from 200,001 to 290,000, and one additional space for every further 90,000 square feet or major fraction of it. Auditoriums, hotels, hospitals, office buildings, apartment buildings, stadiums and similar large-footprint uses instead get one loading space between 10,000 and 40,000 square feet of gross floor area, then one more for every additional 60,000 square feet.

Sec. 122-982(d) is strict about double-counting: a loading space built for one use can't be credited to another use, and required off-street parking spaces can never substitute for required loading spaces, though two or more uses can jointly provide combined loading facilities if the total requirement is still met. Loading spaces must be marked on the site plan submitted with the building permit application and kept as loading space at all times afterward. For curbside freight delivery downtown, Sec. 66-73 requires a separate two-year permit from the parking program manager, renewable each September 30, with a $25 fee for a business's first permit and $10 for each renewal; a denied applicant can appeal to the city manager or designee, whose decision is final.
