Sec. 66-63 splits alley parking into two rules. In a business district, a vehicle may stop, stand or park in an alley only for expeditious loading or unloading, and never longer than 20 minutes. In any other alley, no time limit applies to legitimate stopping, but the vehicle can never be positioned so that less than ten feet of roadway width remains available for the free movement of traffic. Subsection (b) then bars blocking a driveway or entrance to any abutting property from within an alley, regardless of district or duration, meaning even a momentary stop that seals off a neighbor's driveway access violates the section.

These alley rules sit inside article III of chapter 66, which the city's fine schedule at Sec. 66-41 enforces with an escalating penalty: a violation of Sec. 66-63 carries no fine on a first offense but rises to $25.00 for a second violation within 180 days, $50.00 for a third, $75.00 for a fourth, and $100.00 for a fifth. The traffic engineer, established under Sec. 66-32, has separate authority to prohibit or restrict stopping, standing or parking on any street when it interferes with traffic, and the police department enforces impoundment for vehicles left as an obstruction under Sec.

66-34. Residential on-street parking is governed by the companion Sec. 66-70, which caps parking on a residential street or right-of-way at 12 hours in any 24-hour period and bars any vehicle over five tons from parking there except while actively loading or unloading freight.
