In practice, this means no more than two client vehicles should be at the property at any one time, and visits should be spaced to avoid clustering.

Port Hueneme's residential neighborhoods are characterized by modest lot sizes, narrow streets, and limited on-street parking. Many blocks do not have excess curb space, and even a few additional vehicles can noticeably congest the street. This makes customer traffic one of the most commonly enforced conditions for home occupation permits. Commercial deliveries are another area of concern. Home businesses that receive frequent shipments from carriers such as UPS, FedEx, or freight services — or that generate a high volume of outbound packages — may exceed what neighbors and enforcement officers consider normal residential delivery patterns. If a business generates daily commercial vehicle stops, the operator should consider using a commercial mailing address or fulfillment service to reduce the delivery footprint at the residence.

Enforcement is driven primarily by neighbor complaints. When a complaint is filed, the Code Enforcement Division investigates and may conduct observations over several days to document traffic patterns. If the investigation confirms that traffic exceeds residential norms, the city issues a Notice to Comply specifying corrective measures. Persistent violations can result in fines and ultimately revocation of the Home Occupation Permit.
