Walla Walla County, WA Home Business: Customer Traffic Restrictions (2026)

Walla Walla County's Community Development Department administers home occupation permits for the unincorporated area, and the customer-traffic cap is built directly into each permit type rather than left to case-by-case discretion. Under Section 17.08.260(F), a Type I home occupation, the county's baseline home-business permit, may host no more than one customer per hour on-site, and only Monday through Friday between 8 a.m. and 5 p.m.; the code states plainly that no customers are allowed outside those hours. A business owner who needs more foot traffic can apply for a Type II permit instead: Section 17.08.261(E) doubles the allowance to two customers per hour, on the same weekday, 8-to-5 schedule, and subjects the operation to the International Building Code and International Fire Code adopted by the county and the state.

Both permit tiers go through the type I or type II administrative review process described in Walla Walla County Code Section 14.09.045, meaning Community Development staff decide whether the proposed customer volume fits the permit. Because the cap is a condition of approval, exceeding it is treated the same as any other permit violation: Section 17.08.260(H) and Section 17.08.261(H) both make noncompliance with the section's conditions a ground for revoking the permit outright. A Type II permit additionally requires annual renewal, filed with Community Development no earlier than 30 days before and no later than 30 days after expiration, so the customer-traffic limit is revisited every year rather than granted once and forgotten.
