Johnston County, NC Home Business: Home Daycare (2026)

Section 14-6 of the Johnston County Code defines which businesses can and cannot run as a home occupation inside a residential dwelling in unincorporated Johnston County. After setting out the ten general standards for permitted home occupations, the section lists nine uses that are prohibited outright no matter how small the operation: animal hospitals or clinics, automotive repair (mechanical or paint/body), child day care facilities, horse stables, mortuaries, physicians', dentists', or chiropractors' offices, kennels, and food sales other than catering. Child day care facilities sit on that list because the traffic, drop-off and pick-up parking, and staffing a licensed day care requires exceed what the ten general home-occupation standards allow, including the one-employee cap and the requirement that traffic stay at residential levels.

A resident who wants to run a family child care home in unincorporated Johnston County cannot use the home-occupation path at all; the use falls outside what Section 14-6 permits as incidental to a residence, and operating one without a different permitted zoning classification or a rezoning is treated as an unpermitted use of the property. This is a categorical bar written into the definitions section itself, not a numeric limit a smaller operation could satisfy, so there is no square-footage or client-count threshold under which a home day care becomes allowed.
