Section 301.07 of the Porterville Development Ordinance treats 'Family Daycare Home, Large' as a permitted use ('P') in every residential district, RS-1 through RM-3, so no conditional use permit is required, but the operator must meet the section's siting and operating standards. Large daycare homes must be spaced at least 300 feet apart in every direction from any other large daycare home, a rule aimed at preventing clustering of the more intensive use within a single residential block. Operating hours run only between 6:00 a.m. and 7:00 p.m., Monday through Friday, and outdoor play may not begin before 9:00 a.m., which limits early-morning noise for neighbors.

The operator must live full-time in the dwelling where the facility is located; an absentee owner running the business through staff alone does not qualify. A periphery wall of wood or masonry achieving 75 percent opacity must screen and secure any outdoor play area, and chain-link or barbed wire fencing is prohibited outright. No sign advertising the facility may be displayed on the property. At least 700 square feet of play area is required, with 75 additional square feet required for every licensed child above ten, and that play area cannot sit in a required front or side yard.

Parking rules add at least one off-street drop-off and pick-up space beyond the home's normal parking, and while morning and evening commute traffic may run somewhat higher than typical for the block, overall traffic from the use cannot exceed levels customary in a residential neighborhood. Small family daycare homes, by contrast, carry no additional standards in the same use table.
