Porterville, CA Home Business: Zoning & Home Occupation Permits (2026)

Porterville Municipal Code Section 301.09 governs home occupations citywide. To qualify, the business must be carried on by an occupant of the dwelling for gainful employment, remain clearly incidental and subordinate to the residential use, and not change the residential character of the property. Every home occupation needs zoning conformance approval under Chapter 602 before starting, a review handled by Community Development rather than a full public hearing. Subsection A lists permitted categories: professional offices; personal-service offices such as janitorial or gardening services; dressmaking, millinery and home sewing; handicrafts like weaving and leatherwork; instructional classes capped at two students at a time; internet, mail-order or direct sales with no on-premises merchandise sales; and cottage food operations.

Subsection B separately allows service-oriented mobile businesses, such as mobile notaries or minor computer repair, that perform the actual work at the client's location rather than at the home. Subsection D's general standards, covering signage, employees, traffic, storage, equipment noise and vehicle limits, apply on top of the permitted-use list, and subsection C bars an enumerated set of uses outright, including vehicle engine repair and animal grooming. A home occupation that operates without the required zoning conformance approval, or that exceeds a permitted use category, is subject to code enforcement action for a zoning violation, and repeated or unresolved violations can lead to revocation of the business license issued for the home occupation.
