Revere, MA Home Business: Home Daycare (2026)

Revere Municipal Code § 17.16.085 lists the districts where a family child care home may operate: RA, RA1, RB, RB1, RC, RC1, RC2, RC3, NB, GB, GB1, CB, PDD1 and PDD2, which covers essentially every residential and general business zone in the city. Unlike many of the other home-based uses in Chapter 17.16, the section does not require a special permit, so a qualifying home care provider does not need to go before the city council or the board of appeals to operate.

Only two zoning-specific conditions apply. Within a residential district, a large family child care home cannot be located and operating in the same building as an existing large family child care home or a child care center, a rule aimed at keeping licensed capacity from concentrating inside a single structure. And swimming pools are prohibited on the premises of any family child care home, the same restriction Revere applies to full-scale child care centers under § 17.16.080.

The zoning code borrows its family child care home and large family child care home definitions from state licensing law: § 17.08.275 defines a family child care home as a private residence licensed by the Massachusetts Department of Early Education and Care (EEC) that cares for children under seven, or under sixteen with special needs, and caps enrollment at the number EEC allows. Chapter 17.44's home occupation list separately confirms that family child care home and babysitting, and large family child care home and babysitting, both qualify as permitted home occupations up to the EEC-allowed headcount.
