Boise allows home occupations in all residential zones as long as the business is clearly secondary to the residence, employs no more than one non-resident, and generates no nuisance. A home occupation registration is required via Planning.
Boise Development Code Chapter 11-04-05.3 permits home occupations in R-1A, R-1B, R-1C, R-2, and R-3 zones. Permitted conditions: business area under 25% of the dwelling, no outdoor storage visible from the street, one non-resident employee maximum, no mechanical or electrical equipment creating noise or interference, no retail except by appointment. Prohibited home occupations include vehicle repair, welding, kennels, restaurants, and adult businesses. Short-term rentals are regulated separately. Idaho has no statewide home-business licensing but Ada County may require a business registration and the Idaho State Tax Commission requires a seller permit for taxable sales. Cottage food operations are separately authorized under Idaho Code Section 39-1609.
