Full Breakdown

090. Subsection B sets the Class I tier: no land use permit is required if the home occupation stays clearly incidental and secondary to residential use, uses no more than 50 percent of the combined floor area of the dwelling or attached garage (including storage and display space), does not eliminate required off-street parking, shows no visible evidence of the business from off the property except a permitted sign, sells nothing on the premises, employs only residents of the dwelling, limits commercial deliveries to once per week, and uses no equipment that raises utility demand or creates detectable noise, vibration, glare, fumes or odors off the property. 3.

Violations & Fines

Running a Class II home occupation, such as one with a nonresident employee or a name-plate sign, without the required Director's Review approval, or exceeding the Class I 50-percent floor-area cap, is an unpermitted zoning use. Zoning Ordinance Section 878.6.030 makes any Zoning Ordinance violation a misdemeanor punishable by a fine up to $500, up to 180 days in County Jail, or both, with each day counted separately.

Frequently Asked Questions

Do I need a permit to run a home business in unincorporated Fresno County?
Section 834.4.190 splits home businesses into two tiers. A Class I home occupation, such as a bookkeeping office or crafts studio confined to 50 percent of the dwelling's floor area, needs no land use permit. A Class II home occupation, which allows a nonresident employee or accessory-structure space, requires Director's Review approval under Chapter 846.5.
Can I sell products directly from my home under Fresno County's rules?
Not under Class I: Section 834.4.190.B.5 bars any sales of products or services on the premises for that tier. Class II allows some on-site sales, but Subsection C.4 requires that sale of products not produced on the premises stay incidental to products or services actually produced or rendered there.
Can I hire employees who don't live in my house for a home occupation?
Class I home occupations under Section 834.4.190.B.7 must employ only residents of the dwelling. Class II home occupations under Subsection C.6 add one nonresident employee on parcels smaller than five acres, or two nonresident employees on parcels of five acres or larger.
