Manufacturing, vehicle repair, and uses generating odor, noise, or dust beyond normal residential levels are prohibited. State-licensed family child-care homes are protected by California Health & Safety Code §1597.45.
Operating without a Home Occupation Permit or Business License subjects the operator to administrative citations under Napa Municipal Code Title 1, business-license penalties, and possible cease-and-desist orders. Repeat violations may result in revocation of the permit and underlying business license.
