The home occupation cannot be visible from public rights-of-way or neighboring properties and must not change the residential character of the lot. Outdoor storage of materials, products, equipment, or inventory is prohibited. Allowed examples include consulting, online sales fulfillment, tutoring, and personal services by appointment. Manufacturing, vehicle repair, and uses generating odor, noise, or dust beyond normal residential levels are prohibited. State-licensed family child-care homes are protected by California Health & Safety Code Β§1597.45.
Operating without a Home Occupation Permit or Business License subjects the operator to administrative citations under Napa Municipal Code Title 1, business-license penalties, and possible cease-and-desist orders. Repeat violations may result in revocation of the permit and underlying business license.
