Roanoke, VA Home Business: Zoning & Home Occupation Permits (2026)

Sec. 2-413 governs home occupations across every Roanoke zoning district in which they are permitted as of right or by special exception; subsection (b) makes clear no home occupation may be initiated, established, or maintained except in conformance with the section's standards. Subsection (c) excludes an explicit list of uses from qualifying as a home occupation at all: machine shops, welding shops, escort services, furniture refinishing or upholstery, sign making, and special trade contractors doing metalworking or cabinetmaking, uses the city treats as too intensive for a residential setting regardless of scale.

For every home occupation that is allowed, subsection (d)'s general standards require the business to stay subordinate and incidental to the residential use in character and scale, without compromising the residential character of the area, generating conspicuous traffic, calling visual attention to the home, or producing nonresidential-level noise. Concretely, that means the activity has to be conducted entirely inside the principal residence or an accessory structure on the same lot, with no exterior appearance changes and no added parking spaces built to serve it. Floor area is hard-capped: home occupations cannot occupy more than a cumulative 250 square feet of finished floor area across the dwelling and any accessory structure, even if multiple home businesses share the address.

There is no limit on how many separate home occupations one dwelling can host, but all of them together must fit inside that 250-square-foot ceiling and satisfy the full list of standards in (d), including bans on outdoor storage, visible merchandise, and non-USPS/parcel-service commercial deliveries.
