Safety Harbor allows home occupations as accessory uses in residential zoning districts under Article IV of the Land Development Code, provided the business remains incidental to the dwelling and preserves the residential character of the neighborhood.
Home occupations in Safety Harbor must be conducted entirely within the dwelling or an enclosed accessory structure and operated by residents of the home. The activity cannot occupy more than a limited percentage of floor area, cannot store materials outside, and may not generate noise, vibration, glare, fumes, or odors detectable beyond the property line. No commercial vehicles or heavy equipment associated with the business may be parked on-site. The use must be clearly secondary to the principal residential use, and any employees beyond resident family members are typically prohibited. Permitted home occupations include professional offices, tutoring, and similar low-impact services.
Code enforcement may issue notices of violation, daily fines up to $250 (or $500 for repeat violations), and revocation of any home occupation approval.
