San Bernardino allows home occupations in most residential zones if the business is secondary to residential use, has no exterior evidence, and does not raise traffic, noise, or parking demand.
The City of San Bernardino Development Code permits home occupations as a secondary use in most residential zones, subject to performance standards designed to preserve residential character. Core requirements include that the home occupation be clearly incidental and secondary to the residential use, conducted only by residents of the dwelling plus a limited number of non-resident employees (often none on site), confined to a limited floor area of the dwelling (commonly 25 percent or less and typically no more than 500 square feet), and produce no exterior evidence of the business including signage, displays, stored materials, or commercial vehicles over a specified weight. Prohibited uses typically include auto repair, welding, cabinet shops, kennels, commercial food preparation for retail sale except approved cottage food operations, large assembly or manufacturing, adult entertainment, and any use generating hazardous waste, noxious odors, or customer traffic above typical residential levels. A home occupation permit or business certificate is generally required from the Planning or Finance Department before operating. Customer visits, deliveries, and on-site employees are restricted to avoid impacts on neighbors. Violations of home occupation standards are abated through code enforcement with administrative citations, and repeated violations can lead to revocation of the home occupation permit. California cottage food operations under the CA Homemade Food Act operate under state rules layered over the local home occupation permit.
