010 to camp, occupy camp facilities or use camp paraphernalia in any park, any street, or any publicly owned parking lot or publicly owned area, improved or unimproved, except as otherwise provided by ordinance. 020 adds a second, separate prohibition reaching the same locations: storing personal property, including camp facilities and camp paraphernalia, is independently unlawful even without active overnight occupation, which gives the city a basis to address left-behind belongings as their own violation. 030 give the ban breadth: "camp" means pitching, erecting or occupying camp facilities, or using camp paraphernalia, for the purpose of or in a way that permits remaining overnight, including parking a trailer, camper or other vehicle overnight; "camp facilities" include tents, huts, temporary shelters or vehicles; and "camp paraphernalia" includes tarpaulins, cots, beds, sleeping bags, hammocks and cooking facilities.

050 exempts a parked recreational vehicle from the chapter as long as it is not, at that time, being used as temporary living quarters, distinguishing a parked camper from an occupied one. The chapter was adopted by Ord. 2365 in 2001 and applies citywide within Lynnwood, Snohomish County; it does not reach unincorporated county land, which falls under the county's own code.
