010 to mean using property for living accommodation or a vehicle for human habitation. to live or remain outdoors overnight, or based on the totality of circumstances such as sleeping or preparing to sleep outdoors, having damaged recreational equipment, camp stoves or cooking gear outside a designated cooking area, sleeping bags or bedding, accumulated trash or waste stored in buckets, or bathing or grooming outside designated facilities. Vehicle-based camping is defined by factors including remaining continuously in a vehicle for two or more hours, sleeping in it, blocked visibility through two or more windows, an inability to use seating because of stored belongings, cooking or bathing inside the vehicle, and use of containers to hold bodily fluids.

A 'prohibited public place' is any public property not designated for camping by City Council resolution or another governing entity. 020 makes it unlawful to camp in a prohibited public place, and separately bans starting, building or using a fire there for warming or cooking absent City Council action, City Manager written consent, or another Code provision. 'Public property' under the chapter sweeps in City buildings, restrooms, beaches, parking garages, piers, rights-of-way, parkways, medians, parks and park facilities. The chapter was adopted by Ordinance 2023-11 and amended in 2024 by Ordinance 2024-19.
