No person may, except as otherwise allowed by ordinance or special permit, obstruct, cause to obstruct or assist in obstructing pedestrian or vehicular traffic on any sidewalk or street.B.The provisions of this section do not apply to the delivery of merchandise or equipment provided that no person allows such merchandise or equipment to remain on any street or sidewalk beyond a reasonable time.C.No person may use any portion of street or sidewalk for selling, storing or displaying merchandise or equipment, except as otherwise allowed by ordinance or special permit. On any day declared by the City to be a special festivity, retail merchants may use up to half the sidewalk width in the area abutting the merchant's premises, provided a 6-foot minimum pedestrian pathway can be maintained on the sidewalk.D.No unauthorized person may deposit any earth, gravel or similar substance upon any street or sidewalk except under HMC 6.16.070(A)(2).
