Under the city's loitering ordinance, no person may loiter, stand, sit, or lie on public property, a private sidewalk, street, curb, crosswalk, pedestrian refuge space, walkway, parking lot, or mall, or any private property open for public use, in a way that unreasonably blocks, obstructs, or hinders the public's free passage. A person ordered by police or a property manager to move on who refuses, or who returns within seven days of being ordered to leave, is guilty of a violation.
