Full Breakdown

Camarillo's municipal code does not specifically prohibit or regulate artificial turf in residential landscaping. Synthetic turf installation does not require a building permit unless associated with grading or drainage modifications. Some water utility rebate programs through the Camrosa Water District may include artificial turf as an eligible replacement for natural lawn, reducing outdoor water use to zero for the converted area. Installation should include proper drainage, weed barrier, and professional grading to prevent pooling. In Camarillo's HOA communities, architectural review is required before installing artificial turf. Most HOAs have added artificial turf provisions to their guidelines, specifying minimum quality standards including pile height (typically 1.5-2 inches), realistic color blending, UV-resistant materials, and antimicrobial infill. Some HOAs restrict artificial turf to rear yards only. California Assembly Bill 2104 limits HOAs from prohibiting artificial turf installation, though they may set reasonable aesthetic standards.

Violations & Fines

No city code violations for standard artificial turf installation. HOA violations may occur if installed without architectural approval or not meeting community standards. Drainage issues from improper installation may trigger code complaints. Contact Community Development at (805) 388-5360 for drainage concerns.
