California Civil Code Section 4735 prohibits HOAs from restricting or banning artificial turf installations that meet reasonable aesthetic standards. Galt does not prohibit artificial turf on private residential property. Installations are generally allowed in front, side, and rear yards if they drain properly, do not create runoff, and match typical residential appearance standards. Product selection should use materials that are UV-stable, have adequate infiltration, and meet fire-resistance expectations. Assembly Bill 1572, signed in 2023 and codified at Water Code Section 10608.14, bans the use of potable water to irrigate non-functional turf at commercial, industrial, and institutional properties and homeowner association common areas on a phased schedule beginning January 1, 2027 for CII sites and continuing through 2031 for HOAs. Single-family residential lawns are not subject to AB 1572. Regional turf-replacement rebates are periodically available through statewide programs and may apply to Galt residents. Artificial turf at pool decks or near gas appliances must meet manufacturer clearance recommendations.
