Chapter 5, Part 15, Abandoned Real Property, requires owners and mortgagees of properties in the Borough that have sat vacant for more than 30 days, or that are in mortgage default, to register the property and keep it maintained under § 1507's Maintenance Requirements. ' The same sentence draws the line the other way, too, ruling out weeds, gravel, broken concrete, asphalt or similar material as substitutes for living or synthetic ground cover. This is not a general, Borough-wide zoning or landscaping standard for every yard; it is the maintenance bar a property must clear once it has been registered under Part 15 because it sits vacant or its mortgage is in default.

Once registered, § 1507 also requires the yard, front, side and rear, to be kept free of weeds, overgrown brush, dead vegetation, trash and debris, and item 5 requires regular watering, irrigation, cutting and mowing of whatever ground cover, natural or artificial, is in place, plus removal of trimmings. Failure to maintain a registered property under this Part is enforced through Chapter 5's general code-enforcement machinery: a citation or notice of violation from the Licensing and Inspections Officer, with a hearing before the Hearing Officer/Special Magistrate or a court of competent jurisdiction if it is contested.
