High-quality, lead-free, drainable infill is required. Setbacks from sidewalks/curbs and proper sub-base drainage prevent runoff. Commercial/HOA common areas: turf on street medians is barred by state regulation (Title 23 CCR §982).
Unmaintained, faded, or damaged turf may be cited under Title 18.61 (landscape maintenance) - typically $100 to $500. Turf installed without required permeable sub-base may trigger stormwater (NPDES MS4) compliance action.
