Fitchburg, WI Landscaping Rules: Composting (2026)

Section 41-82(5) puts yard waste on the list of materials that occupants of single-family, two- to four-unit, and multiple-family residences must separate from ordinary postconsumer waste before it reaches the curb. Section 41-85(5) then tells residents what to do with it: yard waste must be composted or land applied through a local public or private recycling center rather than thrown in the trash, though the city stops short of forcing anyone to run a backyard pile, stating only that residents are encouraged to compost yard waste on site.

The same section handles brush the same way, encouraging residents to chip it on site and use the chips as mulch. Materials set out for collection must, under section 41-84, be kept substantially clean and stored to protect them from wind, rain, and other weather until pickup, and section 41-89 separately bars putting any separated recyclable material, yard waste included, back into a solid waste disposal facility. The director of public works or a designee administers the whole article and, under section 41-90, may inspect recycling and yard waste handling on any property to check compliance; refusing access or obstructing that inspection is itself a violation.

Because Fitchburg's compost mandate applies at the point of disposal rather than dictating pile design, there is no citywide standard in this code for bin dimensions, setbacks from a property line, or turning schedules for home composting.
