A resident who simply wants to keep a camper or boat trailer parked on the street long-term does not fit that visitor-and-nonprofit-purpose framework, so the practical effect of § 68-217 is to push everyday RV, trailer, and boat-trailer storage onto private property, a driveway or yard, rather than the public right-of-way, while reserving the permit route for out-of-town visitors attending a qualifying event.
