Brevard County strongly encourages native and Florida-Friendly landscaping due to Indian River Lagoon water quality concerns. FL Β§373.185 (Florida-Friendly Landscaping Act) preempts HOA prohibitions on native plants, xeriscaping, and other water-conserving practices. FL Β§720.3075(4) specifically prohibits HOAs from requiring grass-dominated lawns. Brevard County Natural Resources Management offers the Lagoon-Friendly Lawns program with rebates up to $500 for converting to native landscaping. Invasive species removal (Brazilian pepper, air potato, Old World climbing fern) encouraged and sometimes required under county code. UF/IFAS Brevard Extension maintains the county's native plant database. Sea oats and dune vegetation are protected under FL Β§161.242 and cannot be disturbed on coastal properties.
