Xeriscaping and drought-tolerant landscaping are encouraged in Concord. State law prohibits HOAs from banning low-water landscaping, and MWELO mandates water-efficient designs for new and renovated landscapes over 500 square feet. CCWD offers turf replacement rebates.
Xeriscaping (water-efficient landscaping using drought-tolerant plants) is actively encouraged in Concord. California Civil Code §4735 prohibits homeowner associations from adopting or enforcing rules that prohibit or restrict the installation of drought-tolerant landscaping. HOAs cannot require owners to maintain turf lawns during a declared drought emergency. The Model Water Efficient Landscape Ordinance (MWELO) under California Code of Regulations Title 23 §§492-495, adopted by Concord, requires that new and rehabilitated landscapes meeting size thresholds include water budgets, hydrozoned plantings (grouping plants with similar water needs), efficient irrigation systems with smart controllers, and drip irrigation for non-turf areas. Turf is limited to 25% or less of non-functional landscape area in most projects, and zero turf in street medians. Contra Costa Water District offers a turf replacement rebate (typically $1 per square foot of turf replaced with low-water landscaping) as well as rebates for smart irrigation controllers and drip conversion. Decorative gravel, permeable pavers, native plants (California poppy, salvias, manzanita, Ceanothus), and Mediterranean plants (lavender, rosemary, olive) are all encouraged. Artificial turf is permitted in most zones but may have specific quality and drainage standards under the Concord Municipal Code.
