Unincorporated Clark County Title 30 Chapter 30.64 landscape standards expressly permit and in many commercial and multi-family zones require desert-adapted and Mojave native plant palettes. Acceptable plants include creosote bush, Joshua tree, Mojave yucca, mesquite, palo verde, desert willow, and a wide range of low-water perennials. The Southern Nevada Water Authority Water Smart Landscapes rebate pays up to 3 dollars per square foot (higher in some years) to convert live turf to desert landscaping using approved plant lists. Clark County and SNWA publish the Regional Plant List showing plants qualified for the rebate. Turf is restricted as an amenity feature: SNWA and member agencies ban installing live grass in front yards of new residential construction under post-2003 rules and have tightened further through Assembly Bill 356 (2021) which prohibits non-functional turf in the Las Vegas Valley by the end of 2026 for commercial and multi-family use. HOAs cannot prohibit a homeowner from installing drought-tolerant landscaping under NRS 116.330, which preempts CCandRs that would penalize xeriscape. HOAs may still impose reasonable design standards on plant selection, layout, and maintenance.
