Sioux City does not have a native-plant or pollinator-meadow ordinance and does not participate in No Mow May. The 12-inch height limit in SCMC 17.32.020 still applies, so residents pursuing pollinator habitat have to keep plantings inside that height presumption or design as a managed garden bed.
Iowa DNR encourages native plant landscaping for pollinators, but Sioux City has not amended SCMC Chapter 17.32 to create a no-mow or native-meadow exemption. Reporting in the Sioux City Journal and KCAU has noted that the city declines to adopt No Mow May and points residents toward installing a dedicated pollinator or native-plant garden inside their lawn area instead. Native or prairie plantings that read as a managed landscape bed, that are contained, and that are kept below the 12-inch presumption for the lawn area generally avoid Chapter 17.32 enforcement. Common pollinator-friendly species recommended by Iowa State University Extension include butterfly milkweed, purple coneflower, wild bergamot, and little bluestem.
Native or naturalized plantings inside the general lawn area that exceed twelve inches are still subject to SCMC 17.32.020. Enforcement follows the same notice-and-abatement track as a turfgrass violation, with $100 first and $200 repeat civil penalties under 17.32.060.
